The Austrian embassy will issue a Schengen visa (valid for Austria and all countries having signed the Schengen agreement; Switzerland is expected to sign in November 2008) containing a note about the Euro 2008.
The Austrian embassy will submit your request to the Swiss authorities and, if there are no objections on the Swiss side, add a sticker to your visa, which will allow you to enter Switzerland during the Euro 2008.
